in my country we must have 185/65/15 and 185/70/14 sizes only and because of that we have many problems with the police. I pay more fines to the police

Usually there is allways a trick. In Germany we often buy German cars for example in Denmark and bring them back to Germany in order to save money. This depends on the the different taxation systems. The advantage of this is, that you can order the car with spacial faetures, such as special weels, and they will be remarked as legal in the documents. When the car arrives here and you get the german papers, the change is official. This trick works pretty often and could help you with the next car in case a return inbound from Germany to Romania makes sense. You could get the car cheaper and enjoy all extras. But I don't know about the Romanian tax system. You'll have to figure it out your self.

exbenz: in romania it is a pollution tax an is very big, for my car is about 1500euro.
many rumanian people buy cars from germany and registering cars in bulgaria to bypass pollution tax.

Thats hard. I never thought that the regulations are so stricktly in Romania. But in dont thing that the combination of 9j wheels with 185 tires will be work. If you have a higher speed in the curve the tire will slip of the wheel, this can be really dangerous for you.
